Re. "Is cross-border shopping un-Canadian or understandable?"
Who is at fault here? The Canadian government increased the duty-free exemption and this encouraged people to go to the U.S. to shop.
Businesses close to the border, of course, are upset and losing business. People will go where they can save money and not having to pay duty is an incentive.
