Why were able-bodied in handicapped zones?

The Editor, During the holiday season it was obvious that the parking facilities at all shopping areas were almost full to capacity.

During the holiday season it was obvious that the parking facilities at all shopping areas were almost full to capacity.

Another thing I did notice was that 90% of the people who parked in the designated handicapped parking spaces were far from handicapped, despite having the official card hanging on the mirror. Is it that these people do the shopping for disabled people? Even if this is the case, why should they get the benefit of having available parking so close to the entrance if they are perfectly capable of getting around easily.

I'd like to see the occasional policing of these spaces with culprits of the misdemeanor being heavily fined.
