Massive Port Moody council agenda addresses two master-planned communities — and a SkyTrain station

Portions of Coronation Park are being considered for first and second reading, the defeated extension for Westport Village will be reconsidered, and a third SkyTrain station will be discussed.

It may be the middle of July, but Port Moody is not taking a vacation this week.

A massive agenda is on tap for tonight (July 19) covering development projects, a third SkyTrain station report, undue influence concerns, parks and more.

The special council meeting comes as a developer is hoping for reconsideration of an extension to complete paperwork for final adoption of its Westport Village.

Coun. Zoe Royer is expected to seek a second look at a proposal — defeated last week in a 3-3 tie with Coun. Amy Lubik absent — to give Andre Peller Ltd. a one-year extension for work required to receive fourth and final reading for its master-planned community on the city's west side.

Reconsideration may be raised at the beginning of the meeting as, under Port Moody bylaws, any vote may be called for reconsideration at the next council meeting.

Also on the agenda is first and second reading for a rezoning application for Areas B and C for Coronation Park, which is not part of the Wesgroup proposal for which a rezoning application has recently been submitted.

Also on tonight's agenda:

  • Lower Cost Third SkyTrain Station Assessment
    • A proposal by Mayor Rob Vagramov to solicit private sector interest and cost estimates for conducting the assessment of a third SkyTrain Station in Port Moody
  • Results of a 2022 citizen survey
  • Reducing the risks of undue influence
    • A report by Coun. Hunter Madsen
  • Housing Action Plan
  • Development approval 148-154 James Rd.
  • Adoption of 2022 Eligible School Site Proposal for School District 43 (SD43) allocating funding for school site in new development
  • Parkland strategy to engage the public on parks that would envision population growth in the 50,0000, 60,000 and 70,000 levels
  • Bedwell Bay Transportation Study, $300,000 be allocated in the 2023 capital plan for a detailed design for a proposed multi-use path along First Avenue and Bedwell Bay Road, between Ioco Road and Tum Tumay Whueton Drive and that staff look for funding opportunities to help pay for the detailed design and construction of the project.
  • Mobile Food Carts
  • Kyle Centre repairs be made priority level 1 in the council strategic plan
  • Early Input (pre-application) for 2115-2131 St. Johns St. (CityState Consulting)

Mayor and council are scheduled to convene at 6 p.m., and you can watch the meeting via the city's live-stream service.

This story was corrected to note that the portions of Coronation Park to be discussed are not part of a project proposed by Wesgroup, which is currently in the rezoning stage (see above).
